Weekly Airport Management Meeting Minutes

V.        The following items were discussed or actions proposed or taken as indicated:

            A.   Expected FBO traffic (especially Part 139):

 

       1.     Port City Air (PCA):  PCA will be handling corporate traffic this week in addition to several military charter flights.        

 2.   Pan Am Services (PAS): PAS will be handling corporate traffic this week along with a 757 tomorrow at 6:30 with 10 crew and 50 passengers.  They will need to clear customs and refuel.

 

B.      NHANG HHQ Operations:

            Additionally there will be increased activity on the Guard ramp as they will be    moving aircraft this weekend.                    

                                   

C.  CY06 Construction:

 

1.      BCA Work:  URS has completed well sampling for the season.  They may have to conduct a well inspection at a later date.

 

2.      General Aviation Apron Reconstruction/ Taxiway A OFA: This week the contractor will have to grind and repave to eliminate areas of ponding created in the initial construction. There were problems with the equipment this weeks so they will resume on Monday Phase 6 has begun outside the fence with prep work for the apron extension.  A T-Hangar tenant/Contractor meeting will be scheduled in order to go over issues from this project so far. T-Hangar tenants and owners will receive an email or posted invitation to this meeting which will also be attended by Pike, Pike’s insurance representative, HTA, and representatives of Pease Development Authority. The meeting will be held at 360 Corporate Drive in the evening at a date yet to be determined. The project will be continued in the spring of 2007.

 

The Taxiway A OFA project is currently completed for the season. Some items have been added to this project including hold lines, new markings and signage on both ends in order to meet FAA requirements, and possibly runway and sensor scan systems. These additional items will probably not be addressed until spring.

 

3.   Sound Insulation Project: Construction on the structures in Phase 2 is on schedule and should be completed by Thanksgiving. Work is being done simultaneously on many structures. Phase 3 homes have been identified and designed. The third phase should go out to bid in early 2007. 

 

5.   FMQ-19: The FMQ-19 weather equipment has been installed and the glitch on the resistance on the grounding grid was resolved. However, the ceilometer failed in final testing. Once the entire system is functioning properly it will be signed off locally.  The FMQ-19 is automatic sensing device on the airfield and the information will be sent to the weather observer to be validated and released. Once the project is completed the weather observers will be moved to the ATC tower. There will be a phone line in addition to the ATIS, but the information provided there will not be “official.”

 

D.  Airport Maintenance:  Airfield maintenance will include preventative maintenance on lighting and other projects in preparation for the winter season. They will also be painting the terminal lead in lines.

 

E. Wildlife:  Several turkeys have been sighted on the airfield and chased off in the past week.

 

F. Security:  The threat level remains at Orange. The new ADASP program requires random screening aimed at employees and badged individuals.  Signs have been posted on all entrances to the SIDA and AOA area indicating that anyone in that area is subject to search.

      A Security Directive was also issued requiring Airport Operations and Security Agents to conduct random checks and inspections of vehicles in the secured area.

      There will also be a change in badging procedures, particularly regarding escorts. A plan has been submitted for approval.  Additional information will be made available once the plan has been approved.  There will be communication with signors and badged individuals regarding escorting privileges.

      Please continue to challenge and be observant and report anything suspicious to Airport Operations. Ground Vehicle Procedures training classes will continue to be held in the Airport Management Conference Room, 36 Airline Ave. Please remember to call ahead to register for a class, or for any badge, vehicle sticker, fingerprinting, or other airfield access issues.

G.          Other:

1.      The annual FAA certification inspection will take place November 13-15th.  Invitations will go out for the 9AM Nov 13th in-brief and the out-brief on November 15th. 

2.      The Weekly Airport meeting during the week of Thanksgiving will be held on Wednesday prior to the holiday.

3.      The GCA will close 22 Nov @ 5PM. It will be shipped out for a major overhaul and be out of service for 12-18 months.  We may receive a spare unit from Missouri when their original has been repaired.  At this time it appears that spare unit will not be available to us until March or April so PSM will not have a GCA for 4-5 months.

4.      Jim Jackson asked if the contractors would continue to fill on the outside of the fence.  Amber did not have a definite answer, but will ask Andrew Pomeroy to contact Mr. Jackson regarding the matter.

 

H.      Meetings: (All meetings are open to the public unless otherwise noted.)

1.      The 2006-7 Snow Meeting will be held on Thursday 11/9/06 @ 1:00PM at 360 Corporate Drive in the PDA Boardroom.

 

2.      The annual FAA Certification Inspection In-Brief will be held on 11/13/06 at 09:00 in the Airport Management Conference Room.

 

3.      The next PDA Board of Directors Meeting will be held Thursday 11/16/06 @ 8:30AM in the PDA Boardroom

 

4.      The next Quarterly Security Meeting will be held Thursday, 12/14/06 @ 1:00PM in the Airport Management Conference Room.*

 

5.      The next Noise Compatibility Committee Meeting will be held Thursday, 12/14/2006 @ 7:00PM in the PDA Boardroom.

 

6.      The next Quarterly Wildlife Meeting  will be held Tuesday , 1/23/07 @ 1:00PM in the Airport Management Conference Room, immediately followed by a 2007 Upland Sandpipers and Mowing Management Meeting.

 

7.      The next Users Group Meeting will be held in March 2007 (date to be determined) at the new ARFF Station.
