C.  CY06 Construction:

1.      BCA Work:  URS is conducting ground water sampling on the Flightline today and all of next week.  Some wingspan restrictions may be required next week when they are in the Haven Well area.  They will also be out in the VORTAC area.  Most testing will take place off of the movement area.

2.      General Aviation Apron Reconstruction/ Taxiway A OFA: Paving for Phases 4 and 4A is completed.            Painting will be done this week.

The Taxiway A OFA project is currently in the final phase with some minor punch list items remaining including sealing around the Txwy lights. This project is expected to be completed under traffic.

3.   Runway Pavement Repair: Beginning Tuesday October 10 from 0600z-1500z runway 16/34 will be closed southeast of Taxiway B for asphalt repair work.  The entire runway will be closed from 0600 to 0630Z and again from 1420-1500Z to configure the runway for partial closure and at the later time to facilitate re-opening.  The runway threshold will be temporarily displaced and have temporary markings and lighting.  There will be 7,150 feet of runway available for takeoff and landing on runway 34 or takeoff on runway 16. Due to the displaced threshold, there will be 6350 feet available for landing runway 16.  Repairs will also be made the same day on Area 1 and Twy November.  Twy Papa can be used while November is closed.

3.   Sound Insulation Project: Construction on the 9 structures in Phase 2 is expected to start up on October 23 but still expected to be completed by Thanksgiving.  Phase 3 homes have been identified and designed and are currently awaiting funding approval. The third phase should go out to bid in early 2007.  There was a mix up in DOT reports and they are meeting today with the Governor’s Counsel to square away the information.  No additional delay is expected.

4.   FMQ-19: The FMQ-19 weather equipment has been installed and accepted locally.  FAA maintenance and weather observer training is scheduled for the weekend of the 16th.  The FMQ-19 should be completely operational by the end of October.  This automatic sensing device will go on the airfield and the information will be sent to the weather observer to be validated and released.

5.  Air Service Development Project:  The FAA is funding the New England Regional Airport System Plan.  Its purpose is to determine a plan for serving the New England region’s aviation needs.

D.  Airport Maintenance:  Airfield painting is underway. They will continue painting taxiway and center lines. PDA Maintenance will also be mowing and prepping work on the “runway hump” removal.

E. Wildlife:  There were several strikes this week.  A KC-135 struck a kestrel and a Clipper Connection Jetstream also stuck a kestrel.  Neither reported any damage.  USDA Wildlife control took two more turkeys today on the north end bringing our total this year to 7.

F. Security:  The threat level remains at Orange. Amber Goodspeed indicated that more security directives regarding badging have been issued.  Information will be forthcoming when it can be disseminated.  It will mainly affect escort procedures and possibly days that badges can be issued or changed.  Signors may be contacted regarding escorting needs. An informative letter will be issued as the Nov 13 implementation date nears.   Amber also reported that all went well with Port City Air security during all of their events last week.  Please continue to challenge and be observant and report anything suspicious to Airport Operations. Ground Vehicle Procedures training classes will continue to be held in the Airport Management Conference Room, 36 Airline Ave. Please remember to call ahead to register for a class, or for any badge, vehicle sticker, fingerprinting, or other airfield access issues.

 G. Other:

       1.   Jim Jackson reported that there is still concrete on Hangar 4 and Hangar 1 which has been there since June.  There are several panels that have been marred and are now rusting.  Mr. Jackson is not satisfied with the responses that both Pike and HTA representatives have given him in regard to this matter and is afraid they are not “being straight” in regard to damages.  Amber Goodspeed assured Jim that it will be taken care of as a punch list item and that Andrew would be in touch with him regarding any damages.

       2.   Tony Reagan asked when the snow meeting would be held.  Amber informed him that Andrew would contact everyone once the date has been approved, but the meeting will be held later this month.

       3.   Amber Goodspeed informed everyone that the PDA Board of Directors was holding a special meeting this morning regarding the plans for Alpha Flying and the Carlisle Air hangar.  If approved, both projects will break ground the first week of November.
