Weekly Airport Management Meeting Minutes

V.        The following items were discussed or actions proposed or taken as indicated:

            A.   Expected FBO traffic (especially Part 139):

       1.     Port City Air (PCA):  PCA will be handling corporate traffic this week in addition to some military charters including ferry flights.

           

2.      Pan Am Services (PAS): PAS will be handling corporate traffic this week.

 

B.      NHANG HHQ Operations:

           

The Vermont Air National Guard will temporarily operate at Pease Air National Guard Base until mid October due to scheduled runway repairs at South Burlington VT Base.  They will have 12 F-16’s flying training missions Tues- Fri mornings with no weekend flying and only one week of night flying with missions completed by 9pm.  They are committed to complying with all noise abatement procedures.  They will not use afterburners with the exception of 3 combat loaded jets to alert sites.  These flights are not planned for the early morning hours. 

 

 

C.  CY06 Construction:

 

1.      BCA Work:  URS is conducting well sampling near the Haven well and south of Bravo. Some wingspan restrictions may be required. There is an upcoming project on TWY A between TWY K and TWY M. 

 

2.      General Aviation Apron Reconstruction/ Taxiway A OFA: Phases 4 and 4A are expected to be completed by October 5. Paving and concrete are underway and Phase 4 paving may be completed this week.

      The Taxiway A OFA project is currently in the final phase of the project with some minor punch list items remaining including sealing around the Txwy lights. This project is expected to be completed under traffic.

      There was some discussion regarding the necessary expansion of  the critical area and how this will affect VOR approach hold lines. Andrew will speak with the FAA regarding mapping out hold lines.

 

3.   Sound Insulation Project: Construction on the 9 structures in Phase 2 is expected to start up on October 23 but still expected to be completed by Thanksgiving.  Phase 3 homes have been identified and designed and are currently awaiting funding approval. The third phase should go out to bid in early 2007.

 

4.   FMQ-19: The FMQ-19 weather equipment is currently being installed. Equipment for the tower will be delivered tomorrow and will be installed on Saturday.  Site acceptance is scheduled for 10/5, after which the old equipment will be removed.  FAA maintenance and weather observer training is scheduled for the weekend of the 21st.  The FMQ-19 should be completely operational by the end of October.  This automatic sensing device will go on the airfield and the information will be sent to the weather observer to be validated and released

 

5.  Air Service Development Project:  The FAA is funding the New England Regional Airport System Plan.  Its purpose is to determine a plan for serving the New England region’s aviation needs. They will be re-defining the catchment area.

 

D.  Airport Maintenance:  Runway painting is underway. They will continue painting taxiway and center lines. PDA Maintenance will also be conducting airfield preventative maintenance this week. Within the next couple weeks work on the “hump” in the runway at around 7700 ft will begin.  There may be a partial runway during the daytime while this project is underway. 

 

E. Wildlife:  USDA Wildlife control took three turkeys on Tuesday on the north end of the airfield.

 

F. Security:  The threat level remains at Orange. Regulations have eased somewhat regarding liquids in carry on.  Bill Hopper asked that Harold Shaw look into when the 300ft parking rule will be reconsidered.  Amber Goodspeed indicated that more security directives regarding badging have been issued.  These directives will mainly affect escorting procedures. Information will be forthcoming when it can be disseminated.  Please continue to challenge and be observant and report anything suspicious to Airport Operations. Ground Vehicle Procedures training classes will continue to be held in the Airport Management Conference Room, 36 Airline Ave. Please remember to call ahead to register for a class, or for any badge, vehicle sticker, fingerprinting, or other airfield access issues.

G.      Meetings: (All meetings are open to the public unless otherwise noted.)

 

 

1.      There will be a Special PDA Board of Directors Meeting on 10/5/06 @ 8:30AM in the PDA Boardroom. This meeting is being held for planning purposes regarding proposed Alpha Flying and Carlisle Air projects.

 

2.      The next Quarterly Wildlife Meeting will be held Wednesday 10/18/2006 @ 10 AM in the Airport Conference Room.

 

3.      The next PDA Board of Directors Meeting will be held Thursday 10/19/06 @ 8:30AM in the PDA Boardroom.

 

4.      The next Quarterly Security Meeting will be held Thursday, 12/14/06 @ 1:00PM in the Airport Management Conference Room.*

 

5.      The next Noise Compatibility Committee Meeting will be held Thursday, 12/14/2006 @ 7:00PM in the PDA Boardroom.

 

6.      The next Users Group Meeting will be held in March 2007 (date to be determined) at the new ARFF Station.
