                                                    PDA NOISE ACTION

1.    Raised VFR traffic pattern altitudes by 100'.

2.         Raised ILS glideslope from 2.5° to 3.0°.

3.         Installed recorded noise line.

4.         Conducted FAR Part 150 Airport Noise Compatibility Study.

5.          Implemented the following recommendations from the Part 150 Study:

* Preferential Runway System (RWY 34 when tailwind does not exceed 5 knots)

* Nighttime Use System (2200-0659, takeoff RWY16, land RWY34)

* Flight tracks (RWY 34 - runway heading to 2,000' before turning; RWY16 - aircraft going south, west and northwest turn right to follow I-95 (superimposes aircraft noise over the highway noise); RWY16 - aircraft unable to fly above route or headed is other directions fly runway heading to 3,000' before turning).

* Climb/Descent Profiles (VFR arrivals enter final approach at least 2-miles from the runway at or above 700').

* NAVAID Improvements (Installed Instrument Landing System on RWY16).

* Run-up Areas (Established areas for pre-flight engine run-ups)

* Noise Barriers (Constructed Ground Run-up Enclosure for Maintenance ground run-ups of aircraft).

* Design and Placement of Structures (During site review, building size, shape and placement is examined for effectiveness as a barrier of noise from aircraft ground operations.)

* Noise Monitoring Equipment (Purchased Noise Monitoring Equipment and in process of establishing a noise monitoring program).

* Citizen Complaint Mechanism (Established prior to the Part 150 Study. Subsequently established part-time Community Liaison position to manage the complaint program, added noise related information to the PDA website and installed a phone line which provides residents with information on scheduled transient aircraft training activity.

* Community Participation Program ( established the Noise Compatibility Committee (NCC) which is comprised of representatives of surrounding communities, regional planning commissions, airport users, the FAA and the PDA. The NCC meets quarterly).                    

6.           FAR Part 161 Notice and Approval of Airport Noise and Access Restrictions in progress.
* Proposed mandatory access restrictions have been imposed on a voluntary basis.

7.          
Built 15' berm along west and northwest boundary of Sherburne Village.

8.          
Distribute the Noise Abatement Procedures to airport operators as follows:

* The Pease International Airport Transient Military Training Noise Abatement Procedures have been distributed to all military units that use Pease for approach and landing training.

* The Pease International Airport Transient Civilian Training Noise Abatement Procedures are distributed to any commercial operator requesting to use Pease for approach and landing training.

* The Pease International Airport Noise Abatement Procedures are distributed to military and commercial operators that use Pease for arrivals and departures.

9.       An Environmental Initiatives section of the PDA website has been created.  Meeting Minutes and noise logs are published as they are released.

10.  Jetway Mounted Power Units have been purchased for use at the terminal.  When delivered and installed, they will aid in minimizing ground related noise.

11.  The Pease International Airport Residential Sound Insulation Program (RSIP) has kicked off.  Homeowners identified as eligible for the program have been notified and the design process for the modifications are taking place.
